(a) to a person who holds a licence under the Liquor Control Reform Act 1998
(b) to a person licensed to sell or supply liquor by or under a law of another State or Territory if the liquor supplied is to be
consumed outside Victoria
(c) to a person for the purpose of exporting the liquor supplied out of Australia.
